On a recent chilly evening, Scott Cronie was settling in for the night, but he wasn't relaxed. There was a drunk, angry man outside his home, a rusty RV camper parked on an empty street in Ballard.
He had gotten a recent tow warning saying he had parked in the same street for too long. He had another notice that said he would be "booted" under the city's parking-ticket scofflaw law, unless he paid his parking tickets, for which he had no money.
His bipolar condition and painful foot problem rendered him unable to work, and he couldn't afford to lose his camper again to another impoundment.
"I don't sleep at night, thinking about this," Cronie said. "It's so limited, where we can go."
The Seattle City Council is considering a pilot project in Ballard that would help people like Cronie, who is part of the neighborhood's longtime, roving colony of homeless car campers.
Proposed by Councilmember Mike O'Brien, the program would cost the city $20,000 and create a safe harbor at four churches for about 20 campers. Campers would be able to park in church parking lots, instead of constantly staying ahead of parking enforcement. And they would be able to use a church's bathroom.
