Maps reveal proposed trustee areas for K-8 district

— Three map proposals that divide the Escondido Union School District into five trustee voting areas were presented to the school board and public for the first time Tuesday night.

Justin Levitt, a senior analyst for National Demographics Corp., told the board, district officials and about a dozen members of the public that the draft maps represent a starting point for discussion. Levitt also presented demographic information about the city’s voting population and a detailed breakdown of the data for each of the proposed trustee areas.

The five districts are in similar locations on each map, but boundaries vary. Levitt said Map 1 districts were drawn to fall mostly along major roads; Map 2 is considered more pie-shaped, with essentially north, south, east and west districts around a center precinct; and Map 3 divisions fall mostly along elementary school attendance areas.

All maps include a “majority minority” District 1 in the center of the city that is mostly Latino. Levitt said doing so puts the school district in compliance with federal voting rights law, which mandates that minorities and race be considered in redistricting.
